what's the best-practice way to hold ownership of an upgradeable contract? ideally i'd want a multisig, plus a clean process for us to sign an upgrade transaction together.

Have you looked at OpenZeppelin's Defender 2.0? They support this process with Safe Multisig wallets in an easy to use UI: https://docs.openzeppelin.com/defender/v2/tutorial/deploy
