I mean, by definition the answer is no - hackatons are development sprints. 

There are 2 nuances to this:

- obviously any designer is welcome to learn / try development and participate
- generally speaking though, hackatons are made for creating MVPs / POCs which should be minimally designed

The second point is particularly important imho
