I've always wondered: from an ethical standpoint, who has the right to decide whether or not a person's life should end? It's astonishing to think that some individuals can claim to have the authority to judge the life or death of another person, isn't it?

It is. The shooter has decided they have the right/authority/justification to end their victims' lives. Two wrongs don't necessarily make a right, but really nothing can make a mass shooting right. My opinion is we have to look at what we as a society can do to reduce future risk of violence and death, and unfortunately we also have to consider societal resources in reducing that future risk efficiently.
