Or... America doesn't realize how much technological and societal progress it is ceding to China

True. That said, a foreigner’s first impression of a country is quite important, especially when trying to increase FDI

He's not mentioning major structural problems in the Chinese economy, demographic and political issues though. 

This reminds me of people who come to Belarus and say how nice and clean it is because they don't really know what's going on so are judging it superficially.
