An explainer on how wave protocol works:

1. Proposers submit their ideas onchain to wave protocol.
2. Nouns tokens holders who are not using their tokens (treasury, inactive voters) can delegate to the wave protocol. Now the protocol has the ability to put ideas on-chain.
3. Anyone can browser the list of ideas and mint NFTs of the ones they like to show support. Minting an NFT cost .000777E. At the end of each wave (1 week) the idea that has garnered the most support is put on chain via the protocols delegated voting power, and the yield collecting from mint fees is shared between all of the parties that delegated to the protocol.

Proposers get their ideas on chain with no fuss
Delegates get a new revenue stream
Supporters get NFT badges to build social capital as an idea scout

The protocol has no vote functionality. So it can't be used to vote. In order to vote, you can undelegate and vote yourself. But theres no opportunity for wave to collect a bunch of voting power then vote maliciously.
