I'd like to assume the distribution would be similar to how we currently have it, perhaps leaning towards enterprise OSS because of funding

my answer is "no" but only because I think it would encourage lots of reinventing the wheel, rather than hardening and extending existing useful libraries

e.g. I'm building a new package and I can make it more cost effective by implementing logic from scratch that I probably should have just imported
