Selection - find casts that you might want to see 
Ranking - determine the best casts  
Ordering - rearrange them to keep things fresh

- selection and subsequent steps should include few random casts from "new" accounts to incentivize them to get some reach and fight cold start problem

- consider content of the cast and it's relevance to the user. I might still want to see say dev related posts even if it's outside my follow graph
