Uniswap does this, I think. I recently traded for eth and remember being pleasantly surprised to see it show my balance of eth across all supported networks. Can imagine wallets could easily implement this.

IDK, I think it REALLY context sensitive especially with gas. For example does it make sense for Uniswap to show a unified gas balance? I'm not really convinced because the function of the gas balance to the user is to show the user is able to transact.
