Often they would tell a story or a need of what internal or external customers seemed to need or needed. Then they would come up with some way to build it quick or convince management to put their weight behind it. Once they were done they would showcase it or folks would use it and that would solidify their story that they would tell

They did this over and over again at rapid speed and that would be how theyd do 100x

This is definitely true from my experience. Good communication does wonders.
